Funding Resources

Workforce Training Fund Program (WTFP)

All for-profit Massachusetts-based companies pay into the WTFP and are eligible to apply for either General Program Training Grants or Express Program Grants.

General Program Training Grants:

Massachusetts businesses can apply for a grant up to $250,000 for training incumbent workers. While the program funds the majority of training content, courses that a company is legally mandated to provide (such as OSHA training) are not eligible for funding under this program. Training programs must be completed within two years.

Express Program Grants:

Businesses may choose from the Express Directory of existing approved training programs and apply for the program at least 21 days before the training is conducted. This is the fastest way for businesses to receive training and reimbursement.

While any eligible business may receive an Express Grant, only businesses with under 100 employees are eligible to have the full cost of training covered, up to $3,000 / person / course. For grant recipients with more than 100 MA employees, companies may receive reimbursement of as much as half the total cost of training, up to $3K/person/course.

Tax Credit Resources

The MassHire Department of Career Services (MDCS) oversees a number of labor and workforce development programs including the Work Opportunity Tax Credit (WOTC) program. WOTC is a federal income tax credit incentive provided to private sector employers. An employer may be eligible for WOTC when they hire and retain Veterans and individuals from other target groups with significant barriers to employment. The WOTC tax credit is a one-time tax credit for each new hire, and there is no limit to the number of new hires who can qualify an employer for a tax credit.
